2027 World Cup Format Explained: The Super Series, the Super 7 and Why Scotland and Netherlands Are Angry

The 2027 Cricket World Cup will look familiar — and then it will not. The tournament returns to 14 teams and to South Africa, Zimbabwe and Namibia in October-November 2027, but a late format rewrite confirmed by the ICC at its annual meeting in Edinburgh in July 2026 means only 12 of those 14 teams will actually play in the main draw. The other two will be eliminated before the tournament proper begins, in a preliminary round that has infuriated the associate nations most likely to be caught in it.

Here is how the new structure works, stage by stage. First comes the qualifier, a 10-team tournament in February 2027 that offers four World Cup places. Scotland, the Netherlands, the USA and Oman have already secured qualifier spots through World Cup League 2, and they will be joined by the likes of Ireland and West Indies in a field where only the winner is guaranteed a place in the main draw. The teams that finish second, third and fourth in the qualifier still reach the World Cup — but only as the 12th-, 13th- and 14th-ranked qualifiers, and that ranking carries a heavy price.

Those three teams must contest Round 1, the Super Series: a three-team round-robin in October 2027 from which only the winner advances. The other two go home after just two games, meaning a World Cup campaign for an associate side could last less than a week. The survivor joins 11 other teams in Round 2, the main group stage: 12 teams split into two groups of six. The top three from each group advance, along with the better-performing fourth-placed team, to make a seven-team Super 7 in Round 3. The top four from the Super 7 reach the semi-finals, and the winners contest the final in November 2027.

It replaces the two-groups-of-seven model with a Super Six stage that had been planned since 2021, and it arrived when World Cup League 2 was almost finished — after Scotland, the Netherlands, the USA and Oman had already secured their qualifier places under the old rules. That timing is at the heart of the backlash. In August 2026, Cricket Scotland and the Royal Dutch Cricket Association (KNCB) issued a rare joint statement calling the changes “a setback to Associate Member cricket” and saying they “risk undermining the progress made in recent years to grow the global game”. They said they had met the ICC twice seeking written clarity on the rationale and process, and had received no further response more than two weeks after the second meeting. Scotland captain Richie Berrington urged better consultation with players, Netherlands captain Scott Edwards said decisions like this make it harder for associate nations to play against the best teams, and the World Cricketers’ Association also criticised the lack of consultation.

The practical consequence is stark. Under the new system, Scotland and the Netherlands must either win the qualifier outright — finishing first of 10, ahead of Ireland and West Indies — or finish in the top four and then win a three-team Super Series just to reach the group stage.

What is not in doubt is the scale of what is at stake. The 2027 edition is the first World Cup hosted by three countries including Namibia as a first-time host, and the first 14-team edition since the format was cut to 10 for 2019 and 2023. For the associates, February’s qualifier is now the most important tournament of the cycle — and for the three lowest-ranked qualifiers, October’s Super Series will decide whether their World Cup lasts a week or a month.

Note: this explainer reflects the format as confirmed by the ICC in July 2026 and the boards’ August 2026 statements; it will be updated if the ICC issues further clarification.
